Assessment Validation Overview

Training Organisations manage multiple responsibilities following registration, which include annual statements, AVETMISS data submission, and promotional compliance. Among these tasks, validation of assessments is particularly challenging. While we've discussed validation in many publications, let's return to the basics. ASQA identifies assessment review as quality assurance of the assessment process.

Essentially, assessment review is aimed at identifying which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, meet the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require two forms of validation. The primary type of assessment review checks conformity with the requirements of the training package within your organisation's scope. The second validation verifies that assessments adhere to the principles of assessment and Rules of Evidence. This implies that we perform validation both before and after the assessment. This article will discuss the first type—validation of assessment tools.

What are the Two Types of Assessment Validation?

- Assessment Tool Validation: Commonly called pre-assessment validation or verification, relates to the first part of the clause, aimed at meeting all unit requirements.
- Post-Assessment Validation: Pertains to the conduct, ensuring RTOs conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Guide to Conducting Assessment Tool Validation

Scheduling Assessment Tool Validation

The purpose of validating assessment tools is to verify that all aspects, performance criteria, and performance and knowledge evidence are covered by your evaluation tools. Therefore, whenever you obtain new training materials, you must conduct assessment tool validation prior to student use. There's no need to wait for your next scheduled validation. Check new tools right away to ensure they are fit for student use.

Nevertheless, this isn't the only occasion to do this type of validation. Do assessment tool validation also when you:

- Upgrade your resources
- Add new training products on scope
- Examine your course with training product updates
- Identify your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Identifying Training Products for Validation

Remember that this validation ensures compliance of all educational resources before student use. All RTOs must validate resources for each course unit.

Resources Needed to Start Assessment Tool Validation

To validate your evaluation tools, you will need the complete set of your learning resources:

- Mapping Document: The first document to review. It identifies which assessment items meet course unit requirements, assisting in faster validation.
- Learner/Student Workbook: Ensure it is suitable as an evaluation tool during validation. Check if directions are clear and input fields are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also verify if instructions for evaluators are sufficient and if clear standards for each assessment task are provided. Clear standards are crucial for reliable assessment results.
- Other Related Resources: These may include checklists, evaluation registers, and evaluation templates designed separately from the learner workbook and assessor guide. Validate these to ensure they suit the assessment task and comply with course unit requirements.

Panel for Validation

Clause 1.11 specifies the requirements for validation panel members. It states assessment validation can be performed by one or more people. However, RTOs usually ask all trainers and evaluators to participate, sometimes including industry experts.

Collectively, your assessment validation panel must have:

- Workplace Competencies and Up-to-date Industry Skills relevant to the unit being validated.
- Current Expertise in Vocational Education.
- Either of the following credentials for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles of Assessment

- Equity: Is equal opportunity and access provided to everyone in the assessment process?
- Flexibility: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Validity: Is the assessment an accurate tool for evaluating the required skills and knowledge?
- Reliability: Are the assessment results consistent regardless of who conducts the training?

Rules of Evidence

- Appropriateness: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Completeness: Does the evidence adequately demonstrate the required skills and knowledge?
- Authenticity: Does the assessment tool verify that the work is the candidate’s own?
- Timeliness: Are the assessment tools based on current units of competency and up-to-date industry practices?

Specific Considerations for Assessment Validation

Pay attention to the verbs in the unit specifications and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Nurture babies and here toddlers, one required performance evidence asks students to:

- Perform diaper changes
- Feed babies with bottles and clean equipment
- Prepare and give solid food to babies
- Respond to baby signs and cues properly
- Get babies ready for sleep and settle them
- Supervise and support age-appropriate physical activities and motor development

Frequent Errors

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit requirement is meant to assess underpinning knowledge (i.e., evidence of knowledge), students should be performing the tasks.

Be Careful with Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Nurture babies and toddlers requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby won’t cut it.

All or Nothing Competence

Pay attention to enumerated tasks. As mentioned earlier, if students perform only half the tasks listed, it’s out of compliance. Each assessment task must cover all criteria, or the student is not competent, and the evaluation tool is not compliant.

Be Specific!

Each assessment item must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or evaluators.

Steering clear of double-barrelled questions makes it easier for students to respond and for trainers to accurately judge student competence.

Audit Guarantees

Considering these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” However, with these promises, you must wait for an audit before they help rectify noncompliance. This affects your compliance history, so it's better to take a preventative and compliant approach.

By following these guidelines and understanding the assessment principles and rules of evidence, you can ensure that your evaluation tools are reliable with the standards established by ASQA and the SRTOs 2015.
